Clearance and creepage distances are way too small on the live section of the board. If there were any suitable radial film snubber capacitors with pin pitch 2.54 mm or 5.08 mm then I would have opted for that a long time ago. 10 or 15 mm is more likely when you are looking for an X2-rated capacitor around 1-4.7 nF.
