Liquid lenses are basically a drop of water whose shape can be altered through the use of a strong electrical field. A really cool experiment shown in this video is using a electrolytically charged comb to alter the direction of water coming out of the tap.

I think you may be using Mylar tape, not Teflon. Still has very high dielectric strength though. Kapton would work well too. Wonderful demo.
