Carl found out a way you could use TI’s Code Composer Studio IDE for free. Normally it only has a 30day evaluation period after which you have to pay $495 for the license. But by activating the Free limited license you are able to fully use it as long as you have a XDS100 based JTAG debugger, which almost all development boards for LM3s have.
A quick look at the product page shows you can get a 30 day evaluation version but otherwise you will need to spend $495 per seat. Well that is unless you have a XDS100 based jtag which almost all TI’s LM3S dev kits come with! You simply activate the “Free Limited License” it’s only limit is that it will only work with XDS100 jtags, so no code or time limit.

For CCS5 just select the “Free Limited License” it’s limit is that it only works with an XDS100 which are cheap! Or you could make your own, schematics are here : http://processors.wiki.ti.com/index.php/XDS100

That is true for all the kits with XDS100.

I just got an email from TI about an Avnet Webinar on March 15 10:30AM PDT, “Efficiency in Digital Power Systems”. Attendees can get CCS5 for $1, and the F28069x Piccolo controlSTICK for 50% off.
Ah that’s good for a $1 you can get a version that will work with any Jtag (That CCS supports). That should mean you get an unlimited MSP430 compiler too.
Ahh you have to order the TMDX28069USB to be eligible for the $1 CCS 5, still not bad if you need it and don’t have an xds100
I already have the Control stick from when it was on special for $11 earlier last year. oh well, $20 for another and unlimited CCS5 is still a pretty good deal. :)
I will use this software to compile MSP430 and TI DSP.
