I reckon he must have a lot of spare time on his hands…
The whole thing could be summed up in a few words i.e. You can’t (generally) replace a memory chip with a slower speed one.

I can imagine what led to this :
engineer: We should just say that its a bad idea to replace a component with one with a lower speed grade.
marketing : Can you make some kind of chart for that ?
engineer: No, why should I ? It’s simply new >= old.
marketing : I never was into math, can’t you just make a chart ?
