How to pull Vcc high BEFORE avrdude starts?

If I run the following command while I power the microcontroller separately everything works just fine.
avrdude -v -p atmega328p -C /etc/avrdude.conf -c buspirate -b 115200 -P /dev/ttyUSB0 -U flash:w:build-uno/Blink.hex:i

However, if I connect the Vcc directly from the Bus Pirate...the initial state is off, then the power lights flash on and begin the programming process which then fails because it does not recognize the ID the microcontroller as an atmega328p.

Any tips on how to set the 5V high beforehand or keep them on permanently?
