Title: Want to program Altera configuration flash

I need to program the serial configuration flash chip from the JTAG port.  My host computer is an ARM running Linux which prohibits using the USB Blaster from Altera.  The FPGA is an Altera Cyclone IV and the flash is an Altera EPCS device. I can generate a SVF file from a JIC file using Quartus.  Will I be able to use a Bus Blaster V3 or V4 and UrJTAG SVF player to program the flash?  Any suggestions or guidance would be helpful.
