Normally you can reliably sample the frequency being read if your logic clock is 2 times the max frequency, as regards updating the LED 200 times a second, that may well be excessive.
Take a look at your counter chains and the carry propagation, you may well be able to squeeze  a bit more out of your CLPD yet.

3 times multiplier would be a left shift (=X2) +an addition.
