I'm sorry about the confusion, I'll add a bigger warning to the product page.
If you're handy with a compiler, the latest version of urJTAG does support the latest stepping of 9572XL, but I don't think they have a simple release. I don't want to be daft though - I have no idea how to get it compiled under windows and when I tried I failed completely.
The Bus Pirate can also program the 9572 via the XSVF player route:

I have a version for MAX3000A around here, but I have not stuffed and tested it yet. I'll send you a PCB if you can test it.
Unfortunately even the latest version of urjtag, svn revision #2000, can't program XC9572XL
If you were on Linux you could try the Xilinx tools driver that makes the Bus Blaster appear as a Xilinx programmer cable within the toolset:

I realize it isn't helpful to you, but maybe someone else reading the thread might find it a useful solution.
