Am I allowed to design my project on paper and not build it? I plan on "making"/designing my project almost completely out of 7400 DIPs but I just don't own any. I would very much like to try my luck at this.

Yes. And it's pretty much out of our hands now, the judges have all spoken on this matter too.
Is only 4xxx and 74xx allowed? Or we can submit any entry consisting on basic digital electronics? I mean TTL allowed or not? Can we also use comparator/op-amps/555 in a circuit that has few 74xx ICs? Or the total circuit has to be built on only 74xx IC, and passives?
Sure, anything is fine really. If you implement a bunch of 7400 logic in CPLDs, that would be fine. We're not picky, but the judges will consider the criteria listed in the rules when choosing a winner.
