Besides from the above seems you put everything correct from what I could see.
Please send us FRONT and BACK photos just of the PCB without any Wires connected, also make sure that all components are clear. This will exclude the possibility of a wrong soldered component.
I guess he means to check the chips that amplify the signal. By Check, I guess he means Remove and replace unless you can replicate signals using good PCB with an oscilloscope and compare.

You have damaged the PCB, burnt components maybe its time to restart again.
In this case, both look good but it is hard to say if it is counterfeit or really made in a 3M factory. Why a company like 3M make it hard for us to buy goes beyond my knowledge.
Suggestion for anyone applying tape to any surface always make sure to heat it up first it will create the best bond ever. You will thank me after if you need to remove it.
Re China they do have 3M factory but even the original does not match the genuine product since they have there own standards which does not match our EU standards.
For China CE = CHINA EXPORT For Europe CE = Quality having said that they might be the same product if really comes from 3M CHINA Factory.
