in my country I couldn't find PIC24FJ64GA002 but instead I found PIC24FJ64GA004. I want to know can i use 004 instead of 002?

i have a project in university and i'm asking for help.
i had to build an fpga programmer(that program any FPGA brand)just with AVR. since the Bus Pirate with a replacement firmware(XSVF Player)become a FPGA programmer , can any body help me how to replace a AVR with a pic (i built a usb to serial converter with avr already that i think i can use it instead of FT232RL )? or any suggestion to build an FPGA programmer based on AVR

what different between this device and Xilinx Platform Cable USB?can i expect this device do Xilinx platform cable work?
and if i want build one can i replace an avr usb to serial convertor(that i build later) with the ft232rl?
