Be cautious of the MC34063. While it is cheap it does come with a few caveats that can trip up some people.

1) I believe it is not fully classed as a 'proper' switching controller, IIRC it had something to do with the switching mechanism being slightly different to more modern switching controllers.
2)Your requirements seem to require a SEPIC style converter, where the input voltage can be either side of the output voltage. AFAIK the MC34063 can't do this.
3) You make NO mention about ripple. Switching controllers can be notoriously noisy. Most of the time, this gets countered with either good filtering or by using a linear regulator on the output to clean the supply rail. Both solutions might require a little work though :)

edit: One thing I forgot to mention. I believe that the mc34063 can only output a fraction of the 1.5A it claims. That 1.5A is the PEAK current that the output switch can handle, which in all cases is at least double the maximum current you want to draw from the device. You can get around this by using an external pass transistor.
