Hemal Chevli has designed this open source PCB ruler, that is available at Github:

PCB ruler with different foot prints , SMD proto-typing area, tables, various AWG size holes and inches and cm scale.

      Ditto. As a ruler, uRuler is better in almost evert aspect. This one does not have the zero point at edge of the ruler and is less than 10cm in length. Also, i find the the reference charts/conversion tables on the uRuler to be more useful in day-to-day use than a depiction of some footprints.
