Puzzler: design an incandescent/LED headlamp differentiator

Noted electronics writer Forrest M. Mims, III, has proposed a puzzler. How would you design a passive, automatic sensor to accurately tell the difference between LED and incandescent headlights when viewing the light from a distance?     I’d hope by then folks would have had enough of the Federal Reserve and its creepy authoritarian government. While tempted to play along with Mim’s exercise, I’d prefer to ask the question why such mandates are valid for a government to impose, and how one can go about ending them. The creepiness of the exercise shouldn’t be overlooked.
